Disclosure

The sites must have a privacy policy, easily found & understandable, which discloses precisely what is being collected, & how its being used, which includes the identity of any third-part with whom it is shared. There are rules relating to where this policy has to be posted, & what specific information it must contain.

Information Collection By The Site

If information is being collected from a child under the age of thirteen (12 years old or under) that is personally identifiable as to the child (such as name, address, telephone number, etc.) parents must be informed & their consent obtained.

(There are certain sunset provisions which permit certain information to be collected for internal site use, with a relaxed form of parental notification, rather than the verifiable parental consent required for all other personally identifiable information collected.)

The prior two key aspects deal predominantly with privacy issues, while the third relates primarily to safety.
